102 Uttar Pradesh Skill Development ProgrammeThe skill training is going on as a Private Training Partner (PTP) under Uttar Pradesh Skill Development Progra

IIRD has initiated skill development programme in Chandali, Kasganj and Ghaziabad districts including a Tehsil

Modinagar of Uttar Pradesh on ‘Renewable Energy: Solar Electric System Installer & Service Provider (RNE 101)

and Soft Skills for Base Line Staff in Service Sector’. Now, batches are formed and trial sessions are going on in

Chandauli Centre. The counselling is continuously going on for the enrolment of the trainees and also started

in another 3 centres under the same programme.

101 Capacity Building Training Programme on Integrated Watershed Development12 Panchayat institution representatives from the Development Block Banjar of District Kullu of Himachal Pradesh

have participated in 6 days Capacity Building Training Programme on Integrated Watershed Development.

The key objective of training programme was to orient the trainees on “how to implement the watershed”

and ensure sustainability of watershed activities.

100 R.O Water Plant Installation in Delhi SchoolsAt Narela area of Delhi, RO technology based three no. RO plants were installed by IIRD, Shimla.

As a result of using safe and hygienic drinking water from RO plant;

the serious water borne diseases, stomach problem related diseases have been reduced and strengthened

healthy life of about 900 school students with support of Budha educational society

99 Capacity Building of PRI Members in Jharkhand StateIn Jharkhand state, about 2050 PRI members were oriented by eight members’ team of IIRD within a period of

one month. The participants attended in 3 days training programme with the schedule of Govt. of Jharkhand.

The leadership quality and the level of knowledge of Panchayatiraj institution members has shown a new path

of journey for strengthening effective governance in the state with support of RGPSA

98 DPR Preparation on Multi Purpose Sports Complex in KarnatakaA detailed project report (DPR) of Multi-purpose sports complex has been prepared by IIRD for twin city

Dharwad of Karnataka state. The proposal involved detailed engineering, architectural and technical facility plan

and purposes to bring a change in quality of livelihood of people with support of ONGC

97 Digital/ SMART Class Room Education Project in KarnatakaAbout 10,000 school students of 20 schools in Dharwad district of Karnataka after installation of 20 digital

classrooms by IIRD, Shimla with support of GAIL. The level of knowledge and in depth understanding of school

students and teachers has been increased sharply and the result of students was much better than previous year.

96 Construction of School Building in Himachal PradeshThe un-safety and risk in life of about 300 school going children has been avoided with the support of CAF

and implementation by IIRD. The primary school building is under construction in Sarsai village of

Kullu district of Himachal Pradesh.

95 Field Verification under Panchayat Sashaktikaran Puraskar  (PSP) & PRIsAbout 2000 people involving about 100 public institutions (Anganwadi worker, school, hospital…) of 19

Gram Panchayats of Uttarakhand and Punjab states were involved in the process of field verification completed

with the support of Ministry of Panchayati Raj

94 Drinking Water Quality Testing Mobile Van Project in Delhi & Uttar PradeshAbout 4 Lac Population of urban Delhi and Uttar Pradesh states were covered under drinking water quality

testing by the help of IIRD with support of Livpure foundation. The quality of unhygienic drinking water was

tested within the mobile van fitted with micro laboratory testing technology and kit available within the mobile

van.

86 Farmers’ Orientation Programme on Animal Rearing and Dairy FarmingIIRD conducted farmers’ orientation programme in Himachal Pradesh (HP MILKFED,

Kunnu, Mandi dist, Himachal Pradesh) and covered topics on animal rearing and dairy farming

85 UPSDP (UP Skill Development Programme)IIRD in the Years 2015 and 2016 trained nearly 433 unemployed youth and enhanced their skills to

increase their chances of employability. The Institute was active in providing technical knowledge to youth on

the installation and operation of alternative energy sources. under UPSDP, IIRD has established a Training

Centre in Chandauli district. The Centre has a furnished office space, spread approximately over 4500 feet-2,

consisting of one Information Technology (IT) laboratory, with 15 computer systems, two workshops equipped

with solar and technical equipment and 5 modern classrooms, with toilet facilities for male and female trainees

84 Organization of IPD Sholi Orientation WorkshopAll the Advisory Committee Members, the highest governing body of Integrated Panchayat

Development (IPD)-Sholi – Sub Mission of IIRD have attended three days orientation workshop which was

held at the Headquarters of IIRD in Shimla from 17th to 19th October 2014. The workshop was organized for

equipping those in-charges of ground level administration of the Model Panchayat Project with all the details

and skills required. Along with that the rules and other details regarding the management of IPD was decided.

There will be totally 19 members in the Advisory Committee where as seven of them will be special invitees.

83 Launch of Panchayat Swachhata Abhiyan (PSA)- SholiIIRD through its unique initiative of Integrated Panchayat Development (IPD); an endeavour to convert a Gram

Panchayat into a tinny republic, organized PanchayatSwachhataAbhiyan in SholiPanchayat to clean the streets,

roads and infrastructure of the Panchayat in align with the Swachh Bharat Abhiyan by Govt. of India.

The campaign was officially launched on December 6, 2014 at Sholi village where Managing Director (MD)

of IIRD, too, wielded broom and cleaned the streets alongwith the villagers for three hours.

Total 450 volunteers including school children and villagers form Sholi village

have actively participated in the movement.

82 Solar Electrification of Streets under IPD SholiEco-friendly solar light powered streets cum habitat light facility initiated by IIRD under its unique

initiative-Integrated Panchayat Development (IPD) Sholi is under process of installation in different parts

of SholiPanchayat of Shimla district, Himachal Pradesh. The points of installation are decided by GPS mapping

facility. IIRD is in planning to install total 500 lights in the Panchayat. Till date 150 lights has successfully

been installed.

81 Real Time Data Generation & Management (RTDM) in Model PanchayatThe RTDM is a 21st Century Innovation of IIRD under Model Panchayat Initiative.

This unique initiative is going to re-define the development of 21st century and IIRD is going to be the proud

stakeholder in the transformation. The project has successfully been tested in Gram PanchayatSholi,

adopted by IIRD for Model Development under its Integrated Panchayat Development (IPD) initiative.

In near future IIRD is in planning to replicate the same in another 17 Panchayats of the Satluj Basin.

80 Mushroom Cultivation under IPD SholiThe Oyster Mushroom farming facility initiated by IIRD in Sholi Gram Panchayat is getting more popular

as several households showed interest to facilitate it in their respective houses. The initial farm site is now

having 212 bags of mushroom which is now in harvesting stage. Till date under 1st plucking total 20 kg of

mushroom has been procured and sailed to villagers.

79 Completed a Training Programme – ‘Animal Rearing and Women Related to Dairy’IIRD successfully executed a training programme on ‘Animal rearing and women related to dairy’ sponsored

by Himachal Pradesh State Co-operative Milk Producers’ Federation Ltd. (HP MILKFED), Tuto – Shimla,

Govt. of Himachal Pradesh under RashtriyaKrishiVikasYojana (RKVY) functioning under National Mission

for Protein Supplements (NMPS) of Department of Agriculture & Cooperation, Ministry of Agriculture, GOI.

The objective of the programme was to make aware and well trained the mountainous people for getting more

milk from their milch animals. Under this programme, IIRD has executed 75 training programmes for milk

producers of five districts in Himachal Pradesh between February 6 to September 9, 2014 for 13018 milk

producers.

78 Completed a Benchmark Study – ‘Milk Production Scenario in Kullu of HP state’IIRD successfully completed a Benchmark Study on Milk Production Scenario in Kullu District,

Himachal Pradesh.  The Study was sponsored by HP MILKFED, Shimla, HP. In order to augment

its sphere of operation, the HP MILKFED plans to intensify its services to the farmers of Kullu.

The present report is a brief feasibility study of milk production scenario of whole district in general &

the surroundings of Chilling Plant-Mohal (i.e., Kullu-Manali-Banjar areas) and Milk Processing Plant

Duttnagar (i.e., Anni&Nirmand areas) in particular.

77 Training Programme on Co-operative Movement for Milk ProducersIIRD successfully executed a training programme on ‘Co-operative Movement’ for Milk Producers’

Co-operative Societies Management Committee (MPCSMC) (Registered under HP MILKFED)

Members of Kangra, Sirmaur and Kullu District. Till date 510 MPCSMC Members has gone

through this training programme in three different venues. The objective of the programme

was to make trained these members regarding the Co-operative Movement to ensure more milk from the

concerned societies.

76 Capacity Building Training Programme on Integrated Watershed Development (IWMP)28 Panchayat Representatives from the Development Block Banjar of District Kullu, Himachal Pradesh

has participated in 3 days Capacity Building Training Programme on Integrated Watershed Development.

A detailed discussion on Integrated Watershed Development Programme (IWMP) was held in the programme.

75 Adult Education Programme (AEP)Under AEP of IIRD, two groups of minority women, representing 25 women of Shimla City are getting basic

education. Till today these women have successfully completed 10 months of their training. On the successful

completion of 9 months of their studies the Senior Faculty of IIRD has conducted an examination of these

women students. The results were found satisfactory. Now on the request of these women IIRD is searching

opportunity to conduct examination, so that, they could got certificates form of the Education Department.

74 IIRD got 3rd eNGO Challenge South Asia 2014 AwardIIRD was awarded by the Grand Jury of 3rd eNGO Challenge South Asia 2014 as 2nd Runner Up for developing

customized Enterprise Resource Planning (ERP) and Human Recourse Management (HRM) tools for greater

operational efficiency. Out of five categories IIRD was awarded for ‘Organizational Efficiency’.

This category focuses on NGOs who use ICT and digital media tools for improving and enhancing their

organizational efficiency and bringing transparency within the organisation.

73 Uttar Pradesh Skill Development Programme (UPSDP)As a Private Training Partner (PTP) under Uttar Pradesh Skill Development Programme (UPSDP) of Uttar

72 Participation in NSDC Exhibition, New DelhiAs part of the “7th National Skill Development Corporation (NSDC) Partners Meet” IIRD put up an

exhibition stall at India Habitat Centre, New Delhi on 4th-5th August 2014.

IIRD demonstrated innovations in digital pens and data automation.

71 Entrepreneurship and Skill Development Programme (EDP) in Food ProcessingIIRD has successfully organised a 26 days (November 3-28, 2014) Entrepreneurship and Skill Development

Programme (ESDP) in food processing for 50 enthusiastic women participants of Shimla at Gurudwara

Complex, Sanjauli, Shimla, H.P. under the sponsorship of NIESBUD, Ministry of Micro Small and Medium

Enterprises, Govt. of India. The trainee women were undergone through theoretical as well as practical

exposure for making different food items. Each and every sessions were designed in such a way so that

trainee women could get professional ideas for starting their own entrepreneurship.

70 Internship Programme (IP) for StudentsUnder the Internship Programme (IP) of IIRD, students from different universities, institutions and

organisations gone through excellent studies in different fields of rural development. Under the same,

5 Interns from NIRD Hyderabad and School of Planning and Architecture (SoP&A), Bhopal completed

their dissertations works under the auspicious guidance of senior faculty of IIRD. Working in IIRD,

provided the trainees an opportunity of understanding the working system in rural areas related to

rural development issues.

69 Research & Development (R & D):Dissemination and demonstration of water harvesting, conservation and ground water recharging technologies.

The project was the part of Integrated Eco-development Research Programme (IERP) of Ministry of

Environment & Forests and Climate Change and sponsored by G.B. Pant Institute of Himalayan Environment

and Development, Almora, UK. All project activities were executed in Gram Panchayat Sholi (1413-2240m),

Shimla, HP.

68 Technical SupportParticipation in Orientation Workshop of MOPR. In Delhi, January 2015, members of National Level Field

Verification Agency (NLFVA), ten staff members of IIRD including Managing Director and other Directors

contributed to a two day (January 7thand 8th) Orientation Workshop on Verification of State, recommending

Panchayats for conferring Panchayat Sashaktikaran Puraskar (PSP) and Rashtriya Gaurav Gram Sabha

Puraskar (RGGSP) under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA).

67 Technical SupportNational Level Verification of Best Performing Panchayats in Kerala and Rajasthan:

IIRD has been entrusted as a National Level Field Verification Agency (NLFVA), by the Ministry of Panchayati

Raj (MoPR) to carry out verification of State recommended Panchayats for conferring Panchayat Sashaktikaran

Puraskar (PSP) and Rashtriya Gaurav Gram Sabha Puraskar (RGGSP) under Rajiv Gandhi Panchayat Sashaktikaran

Abhiyan (RGPSA) in Kerala and Rajasthan. PSP and RGGSP are national awards given to encourage rural planning

units to perform better and strengthen grassroots level democracy

66 Renewable Energy-Solar Street Light Installation IIRD installed 100 solar street lights in IPD in association with the local committee which included the training of

the localites on solar street light assembling and installation under supervision of the Energy Committee.

65 National Conference on ‘CSR: Emerging Issues, Challenges and Strategies’In order to make different stakeholders vibrant about the Corporate Social Responsibility (CSR) provision in the

wake of New Companies Act 2013, IIRD successfully organized a National Conference on ‘CSR: Emerging Issues,

Challenges and Strategies’ at India Habitat Centre, New Delhi, India on November 27, 2013. The aim of the

Conference was to provide a forum, initiate dialogues and enlighten the participants on creating a competitive

edge for the respective organizations in the field of CSR besides devising concrete strategies for bringing sustainable

impact of the CSR initiatives across the country.

64 Successful launch of IIRD NewsletterIn order to expend the IIRD’s vision and mission round the globe it was felt that a mean of communication is

required to vibrant the stockholders. To realise the same motive IIRD has launched a Newsletter on dated

November 27, 2013 on the occasion of IIRD’s National Conference on CSR organised at India Habitat Centre,

New Delhi. The Chief Guest of the occasion, Mr. O.P. Rawat, IAS, Secretary, Department of Public Enterprises,

Govt. of India, has officially launched 1st Issue of the Newsletter.

63 Participation in 3rd National Assembly & Capacity Building Programme of Indian Temperance Youth Federation (ITYF)IIRD has actively participated in a National Level Capacity Building Training cum ITYF General Assembly on

September 14 and 15, 2013, at Sewagram (Wardha). During the progamme, the district and state level presentations

were made by the participants. During the programme, the representatives of IIRD urged the participants to

participate in IIRD efforts to promote safe and abuse-free tourism in Himachal Pradesh as well as in the country.

62 IIRD’s International Chapter in NigeriaIIRD hassigned anMoU with Shirlyx Foundation, Nigeria to start the International Chapter at Nigeria,

Africa for the promotion of sustainable and inclusive development in this country.

Accordingly, Shirlyx will subscribe and run the IIRD Chapter in Nigeria,

61 IIRD awarded as Partner in Action for UN initiativesIIRD had pledged to take part in the activities of United Nation (UN) Global Compact through participation in

country activities, involvement in special initiatives, engagement in partnership projects, reviewing and providing

commentaries to participating companies on their communications on progress.

60 IIRD Registered to work with UNEPThe Centre for Environment & Climate Change (CECC) – A Unit of IIRD, has been registered to take part in the

works of United Nations Environment Programme (UNEP).

59 Internship ProgrammeEvery year under Internship Programme of IIRD, students from different universities, institutions and

organisations undertake studies in different fields of rural development.During the FY 2013-14 IIRD successfully

imparted training for two interns from National Institute of Rural Development (NIRD), Hyderabad.

58 Representation of NGO Sector at IWMP WorkshopIIRD has represented the NGO Sector at Integrated Watershed Management Programme (IWMP)

Workshop on ‘Strengthening of IWMP Guidelines for Development Policy Loan (DPL)’ organised by Rural

Development Department, Government of Himachal Pradesh on April 6, 2013 at the Secretariat, Shimla,

Himachal Pradesh.

57 Execution of Research and Development (R&D) ProjectsTwo R&D projects have been executed under Centre for Environment & Climate Change (CECC).

The project titles were as follows:

·         ‘Dissemination and demonstration of water harvesting, conservation and ground water recharging technologies’.

·         ‘Monitoring and Evaluation of Pattan Valley Forest Development Agency (FDA)’

56 Processing & distribution of Organic FoodsThe intervention was initiated under the banner of Himalayan Safe Food- A Farmer Promoted Venture of IIRD,

under the Centre – Centre for Livelihood and Micro-Finance (CLMF). Under this initiative IIRD has started

working on safe food processing, through which various agri-horticultural products were processed and made

available in the market on a reasonable price.

55 Experimentation of Low Cost Substrate Pasteurisation for Oyster Mushroom CultivationUnder the banner of “Himalayan Safe Food”, the Centre for Livelihood and Micro-Finance (CLMF) has

worked on minimizing the cultivation cost for oyster mushroom, so that small and marginal farmers can cultivate

this most nutritious and easy-to-cultivate mushroom for the dual purpose of their own consumption and the scope

of improving their livelihood by marketing the produce. In this regard a successful experimentation was also

experienced by IIRD at its Headquarters Shimla.

54 Training programme on ‘Animal Rearing and Women related to Dairy’During the FY 2013-14, under the said programme total 18 training programmes were organised to train

2675 milk producers in five districts of Himachal Pradesh.

53 Capacity Building Programmes on Food Processing & EntrepreneurshipUnder one of the IIRD Centre – Centre for Entrepreneurship & Skill Development, two entrepreneurship

and capacity building training programmes, 1st on Food Processing (at Itanagar, Arunachal Pradesh) and 2nd on

Computer Hardware and Networking (at Shimla, Himachal Pradesh), has successfully organised.

52 Participation as Private Training Partner for Implementation of Uttar Pradesh Skill DevelopmentProgramme (UPSDP)

IIRD has entered into the final stage of negotiations with Uttar Pradesh Skill Development Mission (UPSDM)

regarding the signing of MoU for providing training and ensuring placement of 6000 youths of three districts & one

tehsil of Uttar Pradesh on ‘Renewable Energy: Solar Electric System Installer & Service Provider (RNE 101) and

Soft Skills for Base Line Staff in Service Sector’.

51 Organised a Capacity Building Training Programme for Minority WomenA training programme on a topic ‘Leadership Development of Minority Women’ was successfully organised by IIRD

under one of its Centres, Centre for Urban Governance in Shimla City under which 151 women got the training.

50 Training Need Assessment (TNA) for Representatives of ULBs to learn Poverty AlleviationThis assessment study was conducted in Shimla to build the capacities of representatives of ULBs on skills,

livelihood and entrepreneurship development of urban poor.

49 Conducted a Study on Pro-poor DevelopmentAn independent study was conducted by the IIRD team on pro-poor development in Shimla. In the study identified

the hurdles in the path of development of the poor community of Shimla City.

48 Training-cum-exposure visit of Panchayat Representatives from ChhattisgarhA five days training-cum-exposure visit of Panchayat Representatives from Chhattisgarh was conducted by IIRD

to find opportunity to see the resent development in different villages of Himachal Pradesh, so that, the same

developmental works could be replicated in Chhattisgarh state by the panchayat representatives.

produce 2000 litres per hour of drinking water. These water treatment plants are providing clean, filtered drinking

water for the 8 villages in DoddaballapurTaluk, Karnataka.

39 Launch of Integrated Panchayat Development (IPD) SholiThe Integrated Panchayat Development (IPD) Model of IIRD is something which experiments with making the

Gram Panchayat, a tiny republic in the real sense, where the people have control over planning, implementation,

regulations and resources. This initiative not just presents resources for benefitting people, but extends much

beyondthe existing concepts of Model Village prevalent in different parts of the country. This is going to be the

New Era Philosophy of Development, which would impact national policies and give a new direction for

understanding development. As the part of entry point activities under this programme,

IIRD had initiated works, like-solar electrification of streets, mushroom cultivation and water resource

management activities.

36 Developed a Training Module on Entrepreneurship & SkillUnder the JNNURM programme a training module on entrepreneurship, livelihood and skill development was

developed. A copy of the training module  was  submitted  to  the  Director,  Department  of  Urban  Development,

Himachal Pradesh.

35 ULB Adoption ProgrammeThe ULB Adoption Programme pursues the adoptions of small and medium-size Urban Local Bodies (ULBs), like,

Nagar Panchayat and Municipal Councils for cost-effective outcome-based consulting services in order to ensure

integrated development of the same. The areas in which consultancies were provided include diverse subjects, like,

infrastructure, livelihood, governance, poverty services, environment & disaster management, etc.

panchayats and the functionaries from the line department was organised in district Chamba, Himachal Pradesh

from November 8, 2012. The total developmental blocks covered were Pangi, Bharmour, Chamba and Tissa of

Chamba district, Himachal Pradesh.

32 Capacity Building Training in Chamba district on Sectorally Focused Thematic Programme forPanchayat Functionaries under BRGF

IIRD organised a capacity building training on Sectorally focused thematic programme for Panchayat Functionaries

under BRGF in district Chamba, Himachal Pradesh. Total 784 members were covered.

31 Workshop on Integrated Decentralized District Planning (IDDP) held in district Chamoli,Uttarakhand

A workshop for line department heads, elected representatives of ZilaPanchayat and District Planning team

members regarding preparation of perspective and annual plans for the period of 12th five year plan was organised

on February 19, 2013 under the Chairmanship of District Magistrate, Chamoli, Uttarakhand.

30 Field Verification on Panchayat Empowerment and Accountability Incentive Scheme (PEAIS),Himachal Pradesh

Ministry of Panchayati Raj (MoPR), GoI launched PEAIS in 2005-06. Under the scheme States/Union Territories

(UTs) have been covered based on the extent to which they have devolved funds, functions and functionaries(3Fs)to

Panchayats. As of2011-12, this scheme has been enlarged to cover more panchayats to incentivise panchayats based

on performance indicators.

For the verification of different panchayats, the field visits were organized by IIRD in collaboration with the

Department of Panchayati Raj as State Level Verification Team, to verify the rating already done by the applicant

planning units/ district level scrutiny committees in Himachal Pradesh.

29 Preparation of Vision Documents as a Technical Support Institute (TSI)The IIRD is facilitating District Planning Committees of Chamba, Himachal Pradesh and Chamoli,

Uttarakhand in a Decentralised District Planning process as TSI. The programme has given IIRD

an opportunity to engage in a wide range of dialogues and consultations with the general public,

district level department heads, academicians, social workers and different groups at community level.

The first exercise carried out in the process was to make a compilation of reports and documents collected from

almost all major departments as well as parastatal agencies. This was followed by the SWOT analysis in all

developmental blocks. The Stock Taking Report and SWOT analysis of the District are compiled separately.

28 Development of website for DPC ChambaIIRD has developed a comprehensive website (i.e.,http://dpcchamba.org)forDistrictPlanning Committee (DPC)

Chamba, Himachal Pradesh. The website provides details about DPC Chamba and its district, block, and

panchayat-level planning teams. The website also provides details about the DPC’s organizational structure.

The details of programmes running under the DPC are also enclosed under the website.

27 Plan consolidation at Gram Panchayat  level: Involvement in ‘PlanPlus’The IIRD has worked for ‘PlanPlus’ under the BRGF district Chamba. PlanPlus is a software developed by the

National Information Center (NIC), under the guidance and direction of Ministry of Panchayati Raj, in order to

strengthen the decentralized planning process. The software is a web-based  application  which captures  the  entire

planning  workflow  starting  from identification of needs, to the plan approval process till the final approval by the

District Planning Committee. The software is highly generic and can be extended to capture the plans prepared by

line departments at the state and central level to generate the National Plan.

26 Conducted Training Need Assessment on Disaster ManagementWith the blessings of Shri Mata Vaishno Devi, the delegates of IIRD got an opportunity to visit the shrine and

contribute in the development vision of the shrine board by conducting Training Needs Assessment for the members

of Disaster Management Task Force of Shri Mata Vaishno Devi Shrine Board (SMVDSB). Accordingly, IIRD Shimla

designated three experts of its Centre-Centre for Disaster Management specialized in their respective fields vis.

disaster management, critical infrastructures and training need analysis.

A detailed on field and off-field study for a week was conducted in a phased manner and a report has been

submitted to the CEO of SMVDSB.

25 Launch of School Safety Initiatives (SSI)Himachal Pradesh is a mountainous state with diverse climatic and geographic conditions.

It is a multi hazard state for both natural and man-made disasters, like, earthquakes, landslides, floods, fires, etc.

School safety has emerged as a very prominent issue which needs to be prioritized in line with disaster management

initiatives. In this aim, IIRD launched a school safety initiative to improve the preparedness of schools through

School Safety Initiatives.

24 Organized Awareness CampsThe CDM organized several awareness camps for school children in Shimla on the following topics:

Ø  Information sharing on the earthquake prone zones of the State

23 Participation in Mega Mock-Drill Exercise (MMDE)Amock- drill exercise was conducted by Himachal Pradesh State Disaster Management Authority (HPSDMA) and

District Disaster Management Authority (DDMA) Shimla in association with the National Disaster Management

Authorities (NDMA),GoI onFebruary13, 2013inShimla. In the exercise, volunteers of IIRD, representatives of

Sant Nirankari Mission, NSS & NCC and general public along with the participants from govt. departments has

22 Technical Support for Integrated Watershed Management Programme (IWMP)The IWMP is a set of common guidelines for implementing watershed projects in the country. The Ministry of

Rural Development (MoRD), Ministry of Agriculture and the National Waste land Development Project for rainfed

areas use this guideline as a process of planning and implementation of watershed projects in a more participatory,

inclusive, sustainable and equitable manner. IIRD has completed the following assignments under IWMP

21 Facilitated SLNA’s for State Level Workshop on IWMP GuidelinesThe IIRD had facilitated State Level Nodal Agency’s (SLNA’s) to smoothly conduct the state level workshop on

IWMP guidelines. In this regard IIRD had given some recommendations for strengthening the guidelines of IWMP.

A matrix on discussion themes for strengthening and enhancement of IWMP was made and submitted to SLNA.

20 Detailed Project Report (DPR) of Indora watershed, KangraIIRD Shimla is supporting the Rural Development Department, Himachal Pradesh in preparing DPRs on integrated

watershed planning in many districts including the one for Kangra district.

The proposed watershed area in Kangra district is located in its In dora block spanning across 9 Panchayats and 41

villages. The process of preparing the integrated watershed planning to produce DPR started with data collection

from the field both from secondary sources like the Patwari, Gram Panchayat and primary data collection through

household surveys and PRA exercises.

19 Detailed Project Report (DPR) of Nirmand watershed, KulluThe proposed watershed area in Kullu district is located in Nirmand block, spanning across 10 Panchayats.

The geographical area of the watershed is 5218 ha.

The process and methods for preparing integrated watershed planning to produce the DPR were the same as

discussed earlier in the case of DPR of In dora watershed, Kangra.

18 Detailed Project Report (DPR) of Development Block – Pooh, KinnaurThe proposed watershed area is located in its Pooh block of Kinnaur district. It spans 6 Panchayats and 7 villages.

The watershed area under reference consists of 6 gram panchayats namely Leo, Aasrang, Thangi, Morang,

Pooh and Nako. As per the Panchayat records, the watershed project covers 1736 households with a population of

7057 people.

17 Detailed Project Report (DPR) of Development Block Keylong, Lahaul & SpitiThe proposed area is situated in Key long block of Lahaul & Spitidistrict, Himachal Pradesh and containing 10

gram panchayats. Under the proposed area, Key long is the biggest market in the region. Here, agriculture is the

main base for livelihood and a majority of population cultivates potatoes and peas.

16 Detailed Project Report (DPR) of Development Block Kaza, Lahaul & SpitiThe proposed watershed area in Lahaul & Spiti district is located in its Kaza block and spanning in 7

Panchayats and 10 watersheds. For preparing integrated watershed planning to produce DPR the same process

and methods were adopted as earlier discussed in the case of the DPR of Indora watershed, Kangra.

15 Detailed Project Report (DPR) of Development Block Kalpa, district KinnaurThe proposed watershed area in Kinnaur district is located in its Kalpa block, spanning across 5 Panchayats:

Shong, Brua, Thaimgarang, Roghi and Sangla and 41 villages. As per the Panchayat records, the watershed area

has 1303 households with a population of 6506 persons consisting of 3250 males and 3256 females.

14 Dissemination and demonstration of water harvesting, conservation and ground water rechargingtechnologies

The project, ‘Dissemination and demonstration of water harvesting, conservation and ground water

recharging technologies through institutional linkages for sustainable livelihood’ is an IERP project sponsored by

G.B.Pant Institute of Himalayan Environment & Development (GBPIHED),Kosi-Katarmal,Almora-263643,

Uttarakhand, India. IERP-Integrated Action Oriented Research, Development  and  Extension  Programme

(termed  as  Integrated  Eco-development  Research Programme, IERP is one such activity, and is implemented in

three major areas of the country, namely, Western Ghats, Eastern Ghats and Himalayan region. However, IERP on

Himalayan region was given priority by the Ministry of Environment & Forests (MoEF) owing to its youngage,

complex geology, peculiar drainage of the major rivers and the relative fragility of the complex forest eco-system.

It was with this aim, the MoEF entrusted this responsibility by transferring the IERP for the Himalayan region to

GBPIHED w.e.f. April1, 1992.

13 Formulating flora & fauna conservation planThis research study was conducted by IIRD on behalf of M/s Lafarge India Pvt. Ltd. to study the status of wildlife

within a10 km radius of its project area: Tehsil Karsog, District Mandi, Himachal Pradesh.

An action plan was prepared for wildlife conservation. This study was required for M/s Lafarge India Pvt. Ltd. to

seek environmental clearance from the MoEF, in order to set up its proposed cement plant in Ghanger village

(located at a distance of ~ 6 km from Tattapani) and a proposed mining area in the village of Talehan of

Tehsil Karsog, District Mandi, Himachal Pradesh. Beside this, a legal requirement was another reason to

accomplish this study to fulfil a commitment of the company towards sustainable development with conservation of

wildlife and environment.

12 Orientation Meeting on the Impact of Inorganic Agriculture on EnvironmentAn orientation meeting regarding the impact of inorganic agriculture on the environment was conducted at

Luhri Hydro Electric Project (LHEP) site. The meeting was presided over by Mr. S.K Sharma, General Manager,

LHEP accompanied by other important functionaries of LHEP. The IIRD was represented by Hon. Director

Dr. L.C. Sharma and Dr. Ajit Singh Naosekpam. It was a lively and interactive meeting in which wide issues

related to harmful impacts of inorganic agricultural practices were discussed.

11 Safe food processing“Himalayan Safe Food” is a brainchild of young agri-horticulture professionals at IIRD, who have developed a

concept of ‘Safe Food’ for the community to meet the demand for healthy and chemical-free food for local and

export markets. IIRD has taken a challenge to adopt organic farming and good agriculture practices through

producer groups in the Himalayan region. Under this process, safe food procured by IIRD will be available in

the market under the brand name “Himalayan Safe Food”.

In the near future, IIRD will organize producers in different groups and federate them under one roof and will

provide facilities of organic certification, good agriculture packaging and practices, inputs, trainings, technical

support, agri-clinic services, and soil & water testing facilities. Above all, they will be given complete marketing

support for their produce. Through our supply chain management system, we will procure their produce, pack and

market it through our brand name “Himalayan Safe Food”.

10 Life Skill Building Education ProgrammesThe life skills based education programmes are intended to empower youth in challenging situations.

Life skills have been defined by the World Health Organization (WHO) as ‘abilities for adaptive and positive

behaviour that enable individuals to deal effectively with the demands and challenges of everyday life’.

Practicing life skills leads to qualities such as self-esteem, sociability and tolerance, the ability to take action and

effect change, and the capability to decide what to do. Life skills are thus distinctly different from physical or

perceptual motor skills, such as practical or health skills, as well as from livelihood skills, such as crafts, money

management and entrepreneurial skills.

9 Promotion of Rural and Adventure TourismThe IIRD has felt a need to launch an employment-linked tourism promotion programme to use the potential of

the picturesque nature and, social, economic and cultural uniqueness of rural India. In this direction, IIRD has

prioritized the promotion of rural and adventure tourism. In this regard, some villagers in the State of Himachal

Pradesh have been hired to promote the village tourism.  In future they had been consulted for the same and the

comprehensive guidelines will be developed to strengthen them to adopt the concept. Some training programmes

will also be organised to make them competent and aware about the world class facilities in rural tourism

8 Training programme on Clean Milk ProductionIIRD participated as a technical support institute (TSI) in the ‘Clean Milk Production Scheme’ which began in

2004-05 for creation of necessary infrastructure for production of quality milk and milk products at the farmers’

level, up to the points of consumption by improvement in milking at the farmers level through training and by

strengthening infrastructure to create mass awareness about importance of clean milk production.

In Himachal Pradesh, scheme is implemented through the Himachal Pradesh State Co-operative Milk Producers’

Federation Limited (HP MILKFED).

7 Entrepreneurship & Skill Development Training Programme on Computer Hardware & NetworkingIIRD organised some training programmes related to entrepreneurship and skill development which were

sponsored by National Institute for Entrepreneurship and Small Business Development (NIESBUD).

In September 2012, IIRD organized an Entrepreneurship & Skill Development Training Programme on

Computer Hardware & Networking at IIRD Complex, Shanan, Shimla.

In the training Rajiv Gandhi Udyami Mitra Yojana (RGUMY) was described in detail. The basics of the computer

hardware and networking were the prime components of the training programme.

6 Entrepreneurship & Skill Development Training Programme on Food ProcessingUnder the sponsorship of NIESBUD a five days entrepreneurship & skill development training programme on Food Pr

ocessing was organised by IIRD in two sessions. The 1st session was organised between September 28 to October 21,

2012. The 2nd session was organised between October 28 to November 21, 2012 at district headquarters, Shimla.

Different government schemes were introduced to the participants in the training programme.

The participants also received practical exposure to food processing.

5 Entrepreneurship & Skill Development Training Programme on Housekeeping & HospitalityUnder the sponsorship of NIESBUD a sixteen days entrepreneurship & skill development training programme

on Housekeeping & Hospitality was organised by IIRD between September 28 to October 21, 2012 at the IIRD

Campus in Shanan, Shimla. Different government schemes were introduced to participants in the training

programme. The training was focussed on transferring techniques related to housekeeping & hospitality

toward the participants.

4 Plan Your Day (PYD) ApplicationThe PYD is an human resource management (HRM) software or employee management system which runs online

and allows users to access any information from anywhere in the world with internet access.

In today’s world automated system is a backbone of any organization.

3 Introduction of Image Digitization TechnologyIIRD joined hand with Chennai based digitalization company XCallibre India to promote and transfer the new

technology in the development sector so as to facilitate and improve efficiency with IT Enabled Services.

A MoU has been signed by both the companies in this regard. Accordingly,

IIRD will conduct process innovation and research to recommend the XCallibre’s digitalization technology in

Himachal Pradesh, Punjab and Jammu & Kashmir amongst the Govt., NGOs and development sector

2 Workshop on Integrated Decentralized District PlanningThe district level workshop on Integrated Decentralized District Planning was facilitated by IIRD as TSI for

finalizing the planning and financial benchmarks and devising fund allocation pattern for different priorities

in light of preparing perspective and annual plan for 12th five year plan period. The workshop was organized

in Bachat Bhawan Chamba on March 8, 2013.

1 IVD rationale & opportunitiesHaving worked with state and centre government for a long period on different aspects, the quest of IIRD

to make some tangible and demonstrable contribution in development sector remained unfulfilled as the smaller

and isolated activities, which do not bring lasting impacts.  The IIRD’s management has thus resolved to take up

some activities in integration with different aspects especially in rural India. This unique initiative came out in the

shape of IPD-A model panchayat initiative of IIRD.
